In 2006 they carried out a reform in the town hall, using a biomass boiler to heat the building. The good results obtained led to the replacement of all municipal boilers.

The municipality of Coca buys the wood chips from SOMACYL and is transported from the Valladolid plant, 70 km to Coca. The price of the wood chips, at that time, was paid at € 54 / tn, placed at the silo door and with an average humidity of 30%.

Currently, it uses its own resources and has its own machinery to produce splinters.

A biomass availability study was carried out throughout the territory, making it for each municipality (m3). An analysis of the thermal demand of each municipality (Kwh) was carried out. Analysis of self-supply and sale of heat to other consumers. The project was analyzed from three types of scenarios and the jobs they could create were studied. Boilers installed since 2006: 30 units, with a total power of 3.7 MW.

A first phase was carried out changing the diesel boilers of municipal buildings. They started with about 5 boilers and gradually increased until they reached about 30 boilers distributed throughout the region. Then there was a second phase in which hotels and campsites began to participate as well, reaching 44 boilers today. The boilers used are from 500 Kw with a value of € 250,000, to boilers of 70 Kw. 3,000 tons per year are what they need to supply boiler consumption. The hotels get to amortize the boilers in 3 years.

The works are carried out by municipal brigades or external companies. A chipper is rented for a short period. Each town has a warehouse of about 1000-2000 m2 to store the wood chips. The current idea would be the construction of one or two logistics centers to minimize costs. However, they are in full political debate and have trouble getting the project through.

They have no certification and for now they are not interested because it costs more.

Generally the change of boilers is not usually subsidized, but sometimes they have received aid from the Energy and Forestry Institute of Catalonia and the Gerenalitat.

On marketing, the city council directly supplies the hotels. In total 5 hotels. There is no legal instrument for the sale of the wood chips.

In the case of having a surplus, it is planned to make a sale to villages in France or Andorra.

The city council collects forest wastes from its area (they are an important danger to fires) and converts them into pellets in their own facilities. Part of the production is dedicated to the municipality´s own facilities, part for the neighbors and what is left over for the foreign market.

Currently, the Serra project wants to participate in a LIFE project in order to improve certification, increase production and marketing of the pellet.

They produce 300 tons, in a design for 800 tons. The city council uses more or less half and the rest is commercialized. To market the pellet the city council works with legal instruments. In this case it uses the payment by fees, as if they were municipal services. Later this implies a declaration of income to the city council in the documents of the Treasury.

The installed boiler provides heating and sanitary hot water to public buildings, through a circuit of pipes buried at a depth of one meter, conveniently sealed and insulated so that heat loss is minimal and its efficiency is very high. A modern boiler of 1,000 Kw of thermal power, of Danish origin, was installed, whose operation yields over 90% combustion efficiency, which guarantees that the fumes are practically negligible at the exit of the chimney, thus replacing the polluting diesel or electric boilers that fed these administrative buildings.

To close this circuit, it was left self-sufficient of the forest wastes of the mountains of the locality, because the chips that were used as fuel were acquired from a company specialized in recovery of wood of industrial and forest origin, at 10% of the value of diesel of heating in those moments. Montes de las Navas S.A. It worked to ensure that a good part of the remains generated in the forestry works of the mountain so that they could be used and consumed in this boiler. The Forest Management Project guaranteed that this energy use would be sustainable and compatible with the conservation of the mountain, since the waste generated in the ordinary wood cuts and the treatments that reduce the density in the young pine masses were used to avoid Fire spread and improve forest health.

City council workers are responsible for the work at Montes de las Navas S.A., since it is a 100% city council company. It is a legal instrument to enable the sale of wood chips produced to other entities. When the project started, Montes de las Navas S.A. was in charge of all handling work. However, since 2016 SOMACYL has been in charge of the transformation to pellet of the forest use produced by the company of Las Navas. They work via assignments, a legal instrument in which the city council entrusts work to SOMACYL. Las Navas city council is only responsible for loading the silo that feeds the boiler.

The project is pioneering in three essential axes:

– The global management of resources, controlling all the processes, from the planning of the works to the arrival of the wood at its destination.

– Optimization of resources obtained through classification

– Creation of a powerful local biomass consumption project that becomes a “third industry” closely linked to the forest management project.

It is important to demonstrate that collaboration between owners (public or private entities) can generate projects that encourage the evolution of the forest sector towards better situations.

Berguedà is one of the most forested regions in Catalonia, and energy from biomass is projected as one of the opportunities for this region in the future. On the one hand, by the economic benefits that can result from the use of this energy and, on the other hand, by the management of the forests that must accompany this development.

The project, a pioneer in Spain, provides energy to 32 municipal facilities through 13 biomass boilers (with a power of 4.3 MW and a consumption of 1,350 t/year of chips) in 6 municipalities, and to an industrial estate in Berga through two boilers of 2.3 MW each (3.750 t/year of total consumption of chips with only 1 boiler in operation), which heat a synthetic oil capable of reaching 300ºC to supply energy through two networks, one with a high temperature (thermal oil) and the other with hot water.

Thermal oil, hot water and steam will be the services that companies will enjoy integrated into the new network. This versatility is possible through the use of high temperature thermal oil and several heat exchangers that will serve each of the customers. Due to the use of this thermal oil, an important range of supply of temperatures to the industrial estate with exclusively forest biomass is opened, which confers an enormous singularity to this small industrial estate.

The chips used as biofuel in all the facilities come from a consortium formed by 7 municipalities of Berguedà (16,000 hectares of public forest), which in this way will increase the value of its forest resources and create local jobs. In addition, the consortium will directly manage the energy supply network to its customers. Thus, a local virtuous circle of resources and demand is closed; a true renewable energy mile project.

The wood is not auctioned to the highest bidder as is normally done, but is classified in the forest and the target industry of each lot of wood is decided before use to optimize the economic yield of forest resources. Harvesting operations are paid according to the type of wood in order to motivate productivity and ability to obtain value-added types of wood. For the use of biomass, in accordance with the cascade principle, only wood is used that cannot have any other commercial use.

The new activity generates 40 direct jobs; and the total budget, excluding construction costs, was 1,315,000€.

The Barcelona Provincial Council has made a contribution of 1.5 million euros to the project through a grant. The Government of Catalonia has collaborated in different work processes.

Currently the work is continuous in the forest, whereas previously it was seasonal. A more professional system of work has been achieved in the forest, with better execution. Around 400 ha and 12,000 tons of wood per year are executed, and the quality and quantity of wood supplied to the industries has been improved.

It has been possible to establish an average of 40 jobs in rural areas with few possibilities of generating jobs in the primary sectors.

An innovative and replicable system has been achieved.

Facing a new system of work in the forest and the creation of a complete infrastructure of biomass consumption to produce a product with a dubious market, has generated great distrust for all sectors (including local). In addition, it has been generated by small local entities in a mountainous territory without many economic resources.

Technically, the centralized system implemented in the town of Cuéllar consists of three main elements: the thermal power plant, the distribution network and the interconnection systems of the heating network with the user’s consumption elements. The system is completed with the necessary control elements to ensure supply conditions, emission levels and the measurement of user consumption.

The Thermal Power Plant is provided with two boilers, one of 5.2 MW and a second auxiliary boiler of 0.7 MW, in which the fuel is burned in the form of chips of 3 or 4 cm in length. By means of a group of pumps, the hot water coming from the boiler is introduced into a network of pipes three kilometers long where the water that has been heated in the boilers flows. Water is sent to homes, thanks to pumps, at 90 ° C and returns to the plant at 70 ° C. This distribution network consists of a double pipe heating system, one way that transports the hot water to the users and another one that returns the water already cooled to the plant after use. It is precisely the interconnection of the network with the user elements the last element of the system. Users connect to the network in parallel, all having the same supply conditions. The interconnection of the equipment is carried out by means of plate exchangers: on the one hand there is the primary circuit through which the water from the plant passes, and on the other hand the secondary circuit that brings the heating water to the radiators. These two circuits are connected currently in the plate exchangers for greater energy efficiency. For the Hot Sanitary Water is a similar operation by means of inter-accumulators in which the HSW that reaches the users is stored. There is no mixture of fluids at any time. It is important to highlight that the water of the plant is a closed circuit, it does not reach the faucets and radiators of each house, they are two independent circuits that do not mix, only exchange heat energy.

The system works completely automatically, it is the users’ consumption that controls the start-up of the different elements of the thermal power plant, so when a user makes a consumption it is automatically reflected in the return water temperature of the network, the plant is in continuous operation to provide the fluid with the necessary energy and that the flow temperature remains constant. All this in order to achieve comfort conditions with a continuous supply 24 hours a day at a temperature of 90 ° C. Supply of thermal energy to:
