\n Les Vall\u00e9s Occidental est essentiellement une r\u00e9gion urbaine \u00e0 forte densit\u00e9 de population (jusqu’\u00e0 900 000 habitants), dot\u00e9e d’une industrie importante, mais \u00e9galement d’un fort pourcentage de superficie foresti\u00e8re (59,1%). Plusieurs municipalit\u00e9s de la r\u00e9gion sont impliqu\u00e9es dans la protection de l’environnement par le plan d’action pour l’am\u00e9lioration de la qualit\u00e9 de l’air.\n<\/p>\n

\n Les for\u00eats des Vall\u00e9s Occidental constituent une zone non am\u00e9nag\u00e9e, \u00e0 la productivit\u00e9 relativement faible et assez vuln\u00e9rable au changement climatique et aux incendies de for\u00eat. L’objectif du projet est de r\u00e9activer la gestion foresti\u00e8re et la mobilisation du bois, en agissant de mani\u00e8re pr\u00e9f\u00e9rentielle dans les zones \u00e0 risque d’incendie \u00e9lev\u00e9 et en impliquant la majorit\u00e9 des acteurs de la cha\u00eene des Vall\u00e9s Occidental.\n<\/p>\n

\n Le projet est align\u00e9 sur la strat\u00e9gie visant \u00e0 promouvoir l’utilisation de l’\u00e9nergie foresti\u00e8re et de la biomasse agricole (f\u00e9vrier 2014) et le plan g\u00e9n\u00e9ral de politique foresti\u00e8re (2014-2024) \u00e9labor\u00e9 par le Gouvernement de la Catalogne. Cependant, pour une mise en \u0153uvre optimale, le plan d’am\u00e9lioration de la qualit\u00e9 de l’air (2015-2020) est \u00e9galement pris en compte.\n<\/p>\n

\n Le projet a atteint son objectif gr\u00e2ce \u00e0 la construction d’un centre logistique (avec une capacit\u00e9 de traitement de 7.300 tonnes de plaquette par an) et \u00e0 l’installation de deux grandes chaudi\u00e8res (1.850 kW dans le Consortium Terrassa Health et 500 kW dans le Service des activit\u00e9s sportives de l\u2019Universit\u00e9 Autonome de Barcelone). Les chaudi\u00e8res augmenteront la demande de plaquette et contribueront \u00e0 la mobilisation du bois local. Le centre logistique contribuera \u00e0 dynamiser le march\u00e9 local de la biomasse et incitera les propri\u00e9taires de for\u00eats \u00e0 mieux g\u00e9rer leurs propri\u00e9t\u00e9s et \u00e0 jouer le r\u00f4le de fournisseurs.\n<\/p>\n

\n Pour la construction de ces installations, un service r\u00e9gional de biomasse foresti\u00e8re a \u00e9t\u00e9 cr\u00e9\u00e9. La cr\u00e9ation de ce service a permis la r\u00e9daction de contrats publics et priv\u00e9s pour promouvoir l’installation de chaudi\u00e8res et l’\u00e9tablissement d’un centre logistique de plaquette foresti\u00e8re.\n<\/p>\n

\n On s\u2019attend \u00e0 ce que le centre logistique, g\u00e9r\u00e9 comme une concession de service public par le biais du service public de biomasse foresti\u00e8re, puisse stimuler la mobilisation du bois dans la r\u00e9gion.\n<\/p>\n
