{"id":3242,"date":"2019-02-15T13:07:09","date_gmt":"2019-02-15T13:07:09","guid":{"rendered":"https:\/\/promobiomasse.eu\/estudian-buenas-practicas-para-potenciar-el-uso-local-de-la-biomasa-forestal\/"},"modified":"2019-02-28T10:23:44","modified_gmt":"2019-02-28T10:23:44","slug":"etude-de-bonnes-pratiques-pour-promouvoir-lusage-local-de-la-biomasse-forestiere","status":"publish","type":"post","link":"https:\/\/promobiomasse.eu\/fr\/etude-de-bonnes-pratiques-pour-promouvoir-lusage-local-de-la-biomasse-forestiere\/","title":{"rendered":"\u00c9tude de bonnes pratiques pour promouvoir l\u2019usage local de la biomasse foresti\u00e8re"},"content":{"rendered":"<div id=\"fb-root\"><\/div>\n<p>Plus de 50 personnes, adh\u00e9rents et experts territoriaux de Promobiomasse, vont se r\u00e9unir \u00e0 Lannemezan (Occitanie, France) pour avancer dans l\u2019\u00e9laboration d\u2019un mod\u00e8le int\u00e9gr\u00e9 de gestion locale du march\u00e9 de la biomasse.<\/p>\n<p>Les 19, 20 et 21 f\u00e9vrier les adh\u00e9rents du projet SUDOE Promobiomasse tiendront une r\u00e9union de travail au Casino de Capvern de Lannemezan (Hautes-Pyr\u00e9n\u00e9es), au cours de la quelle on \u00e9valuera\u00a0 les actions r\u00e9alis\u00e9es dans le cadre du projet et on indiquera les lignes de travail \u00e0 suivre \u00e0 l\u2019avenir.<\/p>\n<p>Promobiomasse est un projet de coop\u00e9ration transnational visant \u00e0 promouvoir le march\u00e9 \u00e9nerg\u00e9tique de la biomasse sur le territoire SUDOE (sud-ouest de l\u2019Europe), \u00e0 travers le d\u00e9veloppement d\u2019un mod\u00e8le de gestion de l\u2019offre et la demande qui applique le concept de \u00ab\u00a0circuit court\u00a0\u00bb et surmonte les probl\u00e8mes actuels de d\u00e9structuration de l\u2019offre, des petits propri\u00e9taires forestiers, des m\u00e9thodes d\u2019exploitation et de m\u00e9connaissance et insuffisance de la demande.<\/p>\n<p>Les avantages associ\u00e9s au d\u00e9veloppement d\u2019un march\u00e9 \u00e9nerg\u00e9tique de la biomasse sont la r\u00e9duction de gaz aux effets de serre ainsi que la r\u00e9duction de la d\u00e9pendance \u00e9nerg\u00e9tique ext\u00e9rieure. En outre, il existe d\u2019autres avantages li\u00e9s au d\u00e9veloppement r\u00e9gional, comme la cr\u00e9ation d\u2019emploi local et la mise en valeur des ressources foresti\u00e8res locales, dans des r\u00e9gions qui peuvent r\u00e9ussir \u00e0 avoir un potentiel important de biomasse, peu exploit\u00e9e actuellement.<\/p>\n<p>La mise en place de projets tels que PROMOBIOMASSE peut avoir un effet de d\u00e9monstration sur les plans d\u2019exploitation locale des ressources foresti\u00e8res.<\/p>\n<p>En qualit\u00e9 d\u2019adh\u00e9rents participent au projet\u00a0: le <a href=\"http:\/\/ctfc.cat\/\">Centre Tecnol\u00f2gic Forestal de Catalunya (CTFC)<\/a>, la soci\u00e9t\u00e9 publique du Gouvernement de Navarre, Navarra de Suelo y vivienda, la <a href=\"http:\/\/www.agenex.net\/es\/\">Agencia Extreme\u00f1a de la Energ\u00eda (AGENEX)<\/a>, la <a href=\"http:\/\/www.enerarea.pt\/\">Ag\u00eancia Regional de Energia e Ambiente do Interior (ENERAREA)<\/a>, du nord du Portugal, la <a href=\"http:\/\/www.plateau-lannemezan-baises.fr\/\">Communaut\u00e9 de Communes du Plateau de Lannemezan (CCPL)<\/a>, du d\u00e9partement des Hautes-Pyr\u00e9n\u00e9es, et l\u2019Association des Communes Foresti\u00e8res des Pyr\u00e9n\u00e9es-Atlantiques, outre 19 entit\u00e9s associ\u00e9es<\/p>\n<p>Promobiomasse dispose d\u2019un Budget de 1.437.000 euros et est cofinanc\u00e9 \u00e0 75% par le programme <a href=\"https:\/\/interreg-sudoe.eu\/inicio\">Interreg Sudoe<\/a> \u00e0 travers le Fonds Europ\u00e9en de d\u00e9veloppement R\u00e9gional (FEDER).Le programme Interreg SUDOE (abr\u00e9viation du programme de Coop\u00e9ration Interreg V-B Europea Suroccidental) soutient le d\u00e9veloppement r\u00e9gional dans le sud-ouest de l\u2019Europe en finan\u00e7ant des projets transfrontaliers.<\/p>\n<p><strong>Bonnes pratiques et d\u00e9fis futurs<\/strong><\/p>\n<p>Au cours de la r\u00e9union qui aura lieu \u00e0 Lannemezan, on pr\u00e9sentera un inventaire de bonnes pratique relatives \u00e0 l\u2019extraction, la logistique et la demande de la biomasse du territoire SUDOE, on analysera en profondeur les cas de Pyc\u2019en Bois, Base Innovation, un plan de ravitaillement territorial et l\u2019exploitation de for\u00eats \u00e0 fort d\u00e9nivel\u00e9 dans les Vall\u00e9es des Gaves et on visitera la chaudi\u00e8re de biomasse de Baln\u00e9a (Loudenvielle).<\/p>\n<p>Au cours de la r\u00e9union on fera d\u00e9couvrir la web <a href=\"http:\/\/www.promobiomasse.eu\">www.promobiomasse.eu<\/a>, on pr\u00e9sentera les exp\u00e9riences pilote pr\u00e9vues dans chaque territoire et on avancera dans la m\u00e9thodologie de travail du projet, aussi bien pour ce qui est du Comit\u00e9 Technique Transnational, que du Comit\u00e9 d\u2019Experts.
